H.R. 1424 Emergency Economic Stabilization Act of 2008 http://thomas.loc.gov/cgi-bin/query/C?c110:./temp/~c110JIik9X of the Federal Acquisition Regulation upon a determination that urgent and compelling circumstances make compliance with such provisions contrary to the public interest.
